You might want to check into SyncSort  (www.syncsort.com).  They
specialize in creating the front end process for loading data, and
manipulating it as necessary before it is imported.  I have worked
with them in the past, but never found the money to have their
solution make it worthwhile for what I am doing.  Your situation is
very different, and they may b able to provide a custom solution for
your needs.

I get no kickback for mentioning this, am not affiliated...etc.  Just
a tool that you might want to look into.
