Note please, that the ODBC strings published even at the Azure console are buggy, as Access doesn't like the curly brackets.
Thus, a string must look like (one line, of course):
ODBC;DRIVER=SQL Server Native Client 11.0;
SERVER=servername.database.windows.net,1433;DATABASE=databasename;
UID=username at servername;PWD=YourPassword;Trusted_Connection=No;
