PopUp Manager catches only PopUps windows, not NET Send Messages also commonly known as winPop or the like. I use Sygate Personal Firewall to block popup Messages received in the messenger service from outside my network. I use MsSqlServer 2000 and I don't have any problems receiving messages from it either.
