[dba-Tech] Stubborn file won't go away

Just a thought but could you recover it from Recycle Bin then boot with
a DOS disk and delete it?

and ran 3 tasks using the utility:
-Registry defrager and optimizer
-System cleaner and optimizer
-Registry cleaner and fixer

That didn't make a difference for this either.
