If it's a 'security' issue, where the network admins have disabled it, there is a way to 'goof' the system. What is the current home page? If it's something you don't want, you can create a host file to 'redirect' it to something else. If it's something you do want, you could add within the host file, a 'goof' name to direct you to the correct site.

Course if you want to do it from code all IE settings are kept in the
Registry.
Look up the following keys:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer
and
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer
Here's a script that should change IE's starting page.
With all the caveats about changing registry and backup and differing OS
etc.
This can also be handy for those little gremlins that snaffle your home
page by overwriting your registry.
