LOL, yep, there is such a thing, at least in Windows 2K / XP etc.  It's
called user privileges and only administrators can do certain things.  Are
you using Win2K / XP, and if so are you an administrator?

Update - it looks like I can't change *anything* in my registry. I'm again
using the Startup Control Panel that Bobby suggested. I'm taking out the
checkmarks on some of the other things so I can load minimally. Same problem
as Ofoto - it won't let me. I take the checkmark out, and go to the next
item, and the first item changes back to a checkmarked item. So, is there
such a thing as the registry being locked? If so, how do I unlock it?
