I think this is probably linked to from the same system as NASA's 'World Wind', which has taken off: http://learn.arc.nasa.gov/worldwind/ <http://learn.arc.nasa.gov/worldwind/> Offers a downloadable client from which you can navigate the globe, zoom in & out etc. and it downloads the required images/data as you go.
