Andy, I have MS Office Publisher 2003 - i.e. it's installed from MS Office 2003 Professional MSDN disk as far as I can remember. I mean if your colleague has and uses MS Office but if he don't have MS Office 2003 Prof. then maybe it's better/cheaper to purchase/upgrade to MS Office 2003 Professional to get MS Publisher 2003 together with a lot of other useful MS Office 203 software...
