Found it! The WinPatrol site had an "Installation problems" section. They have another, more modern, installation program to overcome just the type of problem I was having. Apparently the usual install program triggers some 16-bit thingie in Windows...any my installation of Windows XP didn't like it. However, I ran the old installation program on another Windows XP system I have (which was upgraded from Windows 2000) and the old WinPatrol install worked fine. So I downloaded the newer installation program and voila! She works!
