Bryan, after seeing his settings (he sent me a screen shot), that's what
I've decided too -- I've asked him to check that but haven't heard back yet.

That sounds like it may be a windows setting issue.

Probably different time settings in windows.

Check in Regional and Language Options in the Control Panel.
