I believe Sys Internals had a tool like that, but Sys internals is now from MS. As a note of information: Norton used to have a product called CleanSweep that it acquired trhough its purchase of Quarterdeck. Originally CleanSweep did have this functionality. You could create backups of program installations by using it.
