As far as I'm aware, it takes a copy of the file system at intervals you set (ours does it at 7pm every night, before the backups run, these then get backed up to tape), and then you can tell it to hold on to so many days worth (or a percentage of the hard drive space). I wouldn't rely on it as a Backup (with a capital B), but it's a good cover for cockups in the last few days. Obviously it won't go back very far, unless you give it TB of space, in which case I want to see your server farm :-) So in a short answer, no. And no.
