[dba-Tech] change date created of file in WinXP

Why not try "Total Commander" from http://www.ghisler.com/. I just tried it,
it is easy straight forward to use.

I have tried the Miclsoft one, but its too much handling. I'm afraid I have
to find a way to write my own tool.
