I can tell you that on my Vista machine, I had to go to Control Panel / User Accounts and then turn OFF UAC (User Accounts Control). I was so annoyed with the way it was blocking everything until somebody here (or AccessD) gave me this hint. Also, make sure you are in as Administrator. When running the server bootup, I keep getting denied permission to install software, download files, etc. I cannot figure out where to go to relax the restrictions or to give myself all godlike powers. I'm the only one who uses this computer so I'm not particularly worried about things other than the usual anti-virus and malicious software checks. Can anyone tell me how to proceed?
