Would you expect any less? One of the most expense components when selling an inexpensive note books is the OS. Adding a Microsoft OS and Office package effectively doubles or triples the price of the unit... there is simply no way MS can effective (or fairly) compete. To Microsoft's credit they have been give special deals to computer students at the universities. There is one reality and that is that students are poor and universities are strapped for cash. So instead on going out and purchasing a Microsoft suite of development tools the university just download a Linux distro and Java and these packages are what is used to teach the students. Microsoft have fought back by releasing express versions of their development suite for free but it is going to take a long time before there is a positive impact on Java's absolute dominance of the language market.
