Two ways:

1. Rught click on it and select Properties.

At the bottom of the General tan is a section labelled "Security". and the
wording "This file 
came from another computer and might beblocked to help protect this
computer". Click the 
"Unblock" button beside this.  Then run the program.  The last step is
essential.  If you jus 
unblock it but don't run it it stays blocked.

2. When you get the security warning, de-select the check box at the bottom
of the dialog. 
"Always ask before opening this file".
