Yes, that is why I don't think they will change position.  This is what I
meant by "anti-....".

They know that the EU will look for any excuse to jump in.

Not exactly perhaps, but those "anti-..." measures result from courts in 
Europe, and even in the US, finding MS guilty of trying to enforce IE as 
a monopoly browser; nice summary at
