Two things:

1.) Some people don't like change. My husband would still be running Windows

3.1 if it were up to him.

2.) Not every business benefits from a web site.

...probably because they cannot get their heads around it - so they
dont really understand it - so they distrust it.

Once they start to  understand it they start to warm to it.

Takes some  hand-holding.
