The most flippant response would be to say that Microsoft has a vested interest in desktop applications but I think it is more pragmatic in that MS wants to have solid confirmation about the identity of the user as this is not a free package but a paid one. The program and web BE is only designed (at this time) to support a small business of say 25 direct users. The one benefit is that the application core, being on the web, is that in theory, it is impervious to office crashes and will require no local tech support.
