To use it, not to develop it.
...sure you can develop on a single PC no problem. Just set up an Apache web
server...and use 127.0.0.1 to test the applications.

Yep, I'd hate to try to build a smartphone app on a smartphone :-)
...Anyone would be nuts to try and build any significant app on a Tablet or
Smartphone...no one really needs the punsihment.
