Actually if America it decodes to Lancaster California.  That's the 661 area
code.  But I don't think that's where it's coming from.    

I suppose I could dial it and see who answers.

But if it was the US he wouldn't have put a 0 in front.

It looks like Canada. The international code for Canada is 1 or 01.
