A lot of programs use port 80 so that should never be an issue.

If you are using a router and have blocked port 80 blocked that will cause such an error. Some programs may demand exclusive rights to a port but that tends to be databases and no database I am aware of defaults to port 80. My bet is it is nothing to do with the port being blocked and is that in a particular application's configuration file that has been configured wrong.

Why don't you try this; check and copy your external IP address: http://www.whatismyip.com and then put that IP address  in the "Lookup" field, enter, select portscan and you can then see all the ports that are open to the world.

I've got a conflict on port 80, and try as I might, I cannot figure out
which app is using it. I've tried netstat -o and the resulting list
contains no references to port 80. I'm really stumped on this one. Any
suggests gratefully appreciated.

Incidentally, how does one get to the Control Panel in Windows 8? Perhaps
I've unwittingly enabled IIS, which I believe defaults to port 80.
