Does he have it right? What does he mean by "written". Is that "documented" or "coded"? He says "use cases and business rules written and tested" To test, you need code. That means he is defining "written" as "coded", not "documented".. Use cases and business rules documented? Yes - that's a fundamental part of systems design. Coded and tested?
