I think that has been the criticism of many compiled boot CDs, using Windows, like BartPE disk; there is no way to guarantee that the disk really is a legal copy...in the case of 2000, XP, Vista and 7, these versions are not even being sold anymore so any of these composite disks are technically illegal. Most of these builds just avoid this issue by booting with some Linux distro.
