That is why it is so important to have those pre-built libraries as a
developer can not always expect to the client to be willing to pay for the
programmer to learn on their dime.

Yes, it happens, but you can't do all the work wrong the first time - so the
more work you'll do right the first time the more competitive you'll become,
and the customers will be willing to pay you even more to fix a few issues
you have missed to do right the first time as well as to do the new work for
them...
