[dba-Tech] Windows 8.1

I'm getting 16mbps down and 1.0 up.  But the up is artificially throttled.
This is Roadrunner from Time Warner.

I just ran SpeedTest and it reported that my download speed is 5.17 Mbps,
while the upload speed is naturally a lot lower, a mere 0.66 Mbps. So I'm
pretty much spot on with the claims made by Toronto FreeNet, my ISP.
