It would be difficult for me to balance whether one development platform is better than another. There is still an express version of the .Net framework and if a the full version was required a client would of course be paying for it...directly or indirectly. The author of the point of view did not specifically state that the costs of the products were major impediment but that the suggested that the newer OSS development tools were more effective and more commonly used.
