Nokia Lumia prices can be real cheap.

I have seem an unlocked Nokia Lumia selling for $145.00

OTOH this is a fun home made project for hardware hackers, that shows just what can be done. (It looks more like a sandwich than a cell phone.) ;-)

With a Raspberry PI and a few pieces of off the shelf parts you can hack your own cell phone.

It is not a Smartphone by any means but for real cheap communications...
