[dba-Tech] Android Question

My boys never answer their phones.  The ringer is off. They don't like
talking on the phone.  I think they think it's inefficient when by texting
they could be carrying on 6 conversations at once.
 
But what if I want them to answer the phone?  What if I or my wife need to
talk with them urgently?
 
So - is there a way (these are Galaxy S-3 and S-4 phones) to keep your phone
from ringing EXCEPT if the call is coming from a specified list of phone
numbers? (Is there an app for that?:))
