 From a 'puter or phone, speakers will sound like shite without an 
intervening amplifier.

A decent receiver, eg Yamaha or Onkyo (avoid Pioneer & Bose), can be had 
for about $100. If the budget can be stretched another $100, get the 
cheapest Denon you can find. Best good quality low-price apartment 
speakers I know are Sony B-3000s, about $150/pr.
