[dba-Tech] Visual Studio Code and MinGW

The latter is an open-source compiler, linker, etc. which the VS Code docs
suggest using. I followed the installation instructions and it installed
correctly (seemingly), but the subdirectories within c:\msys64\mingw64 are
all empty. I'm clearly doing something wrong but have no clue as to what.

Anyone been here and done that, but successfully?
