1. What's available is what's available  I've only seen a couple of good Ryzen based laptops 
here  and they run over  $2000.  :(

2.  Like that site says for:
"This item cannot be shipped to your selected delivery location. Please choose a 
different delivery location."
(All of those sellers decline to send their goods to a lot of countries)
And if it could be delivered, by the time you add freight and import duty, you can 
add a around $500 to that. :(
Generally, I can only use Amazon for things that can be delivered electronically, like 
ebooks.
