[dba-VB] Problem while publishing ADO.NET Data Service...

Hi All,

Just wanted to ask one more question on subject issue: I do not understand why IIS should be restarted to have one of its Web Site's getting a new setting activated? I mean why it's not enough to stop and start this web site/web application? What am I missing?

You can see by goodling how many developers got confused by this "simple"(?) issue - and even stackoverflow doesn't have a clear answer, or am I missing it?
