I end up throwing Apache on a lot of computers... it is just so easy run and
use and so many apps use it by default.

Personally,I prefer Apache as a webserver.  I find it simpler to configure.

Is this web interface for WWW or intranet use?  If you are just working on
an intranet and 
aren't too worried about security, all you have to do is make the folder
tree the "document 
root" of a "virtual host" and he can browse the folders without any further
work - no need tor 
.net, php or anything.   If it is WWW, I'd probably set up an FTP server
such as filezilla for 
him to access the folders through an easy to use FTP client.
