In my previous post, I missed the fact that Dan meant change the resolution 
when  he said "tweak".  That's what you get when you put critical 
information in the Subject, and don't put it in the body of your message.

Answer to this question: the good old favourite Irfanview - display the 
image and then click on "Image - Information" and set new the values.
