[AccessD] Access XP Meltdowns

I have not experienced this. I have no idea what to suggest to fix it,

I would readily blame VSS if I weren't seeing the same thing in databases
that are compacted *out* of VSS.  In other words, there is no VSS connection
at that point.  They are MDBs rather than ADPs.
