I think your code should look something like this:

sql = "select * from tbl_user where username = '" & session("userid") &
"';"
set rst = dbcon.execute(sql)
if rst.eof then
%>
The <> symbols should work when contained within the <% %> which identifies
this as vb script. HTH.
