I concur with the others; the "problem" exists.

I don't have one to test; but possibly if you open
the attachment in Outlook and re-save it. Outlook
could consider it a "different copy" and it might go
( Outlook might see it as a new file ). Another possible
workaround but yourself in as a bcc, it might include
it.

I can understand their logic to some extent. The sender
already has "it". Why clog your outbox, their inbox and
slowdown the opening of the message. Also the actual
transmission time is needlessly delayed. Having it configurable
would be nice, but Microsoft is Microsoft.
