We have not seen problems with DAO 3.51 being "de-registered" on our development machines nor on our test platforms. However, if the MDE uses DAO code, it will break completely if a reference is bad ... and you can't reset that, you can only recompile the MDE. There was a couple of MSKB's on these but I can't find them. I think if you upgrade your OS from Win 95 to WinXP this occurs.
