But the table that is being created will have data added to it from other
sources. So I would need to delete all the records from the data source I
don't have control over first and then just append? Is that what you're
saying?

If the table is a copy, you can just use Make-Table and not worry about when
records were last updated -- but only if you're creating a copy. If the
table you're working from gets data from other sources, that doesn't sound
like the case.
