Hey Mike: I just dodged that bullet on a pop up called from a pop up that wouldn't pop up in front. So in the open event of the second pop up I made the first one invisible, then in the close event of the second popup I made the first pop up visible again. I'll bet you could do that to your pop up in the open and close events of the report. Maybe.
