[AccessD] Arrow keys in Excel

AFAIK, it's purely based on the Scroll Lock state. Check whether the status 
bar at the bottom right of the Excel window has "SCRL" showing.  If so, I'd 
suspect a hardware problem with your Scroll Lock key.
