Just received this comments from an OpenSource product research insider and

Hi all

This should be announced to be free to use for students, developers, and
small companies, as well as to distribute by ISVs with apps from these.
It's a normal 10g for 32/64 bit Linux/Windows limited to one processor, 1 GB
ram, and 4 GB database size.

It is still in beta though ... whatever that is as 10g has been around for
some time.
It's a 157 MB download.
