I haven't done much development in 2003 yet - but there must be some code that would allow you to turn that off in the app for distribution? I just went to check, and yes, there was a checkmark in the checkbox to use Windows themed controls on forms! I didn't even know that sucker existed! Clearing that checkmark has fixed the problem.
