It's called Telikom. The state owned telecommunications monopoly.  They 
won't give  the  spectrum licences to use satellite.  Fortunately there are 
some moves afoot to de-regulate and hopefully things will be easier in a 
year or so, but at the moment, it's out of the question :-(
