Do they want standard or actual costs (or both)? For standard costing 
you'll need a bill of materials processor function with cost roll-up.  
For actual costs you'll need to capture standard material cost when it's 
issued to work orders and actual labor through a labor distribution 
function.  Also for actuals you'll need to capture purchase price 
variance on purchased parts since that changes the actual costs.  If 
they can go with standard costs that makes life a whole lot simpler.

Have a look at www.e-z-mrp.com . There are screens shots and reports.  
Let me know if there's anything there of interest.  Be happy to give any 
help I can on the basic design.  I think this is an app which could 
benefit from a real solid design up front before writing.  Run it by 
management and make sure all the functionality is there that they want.
