With what I was looking at, it was truly a duplicate relationship and was
not needed.

Maybe. 
It was not a "ghost" table. If you had more than one relation to a table,
the second and third are by default named _1, _2 and so on. 
Now that second relation is lost.

Does the 'ghost' table have a relationship (or an apparent one)?  If so, you
may have to delete it first, then delete the ghost table, and then save the
relationships.  That's always gotten rid of the ones I occasionally get.
