It's the procedure - you have to put in a request, they schedule the work, they do the work, it gets scheduled into their testing programme - Lord knows why it's so expensive, except that the company is a monolith and it does. not. move. easily. But this is a project that affects 20,000 users so I suppose some bureacracy is inevitable.
