I have had the same problem in the past and failed to come up with a strictly-Access solution, so I adopted a more primitive method -- my favourite text editor (NoteTab). It is lightning-quick and makes it a cinch to do a global-replace, so I searched for "," and replaced it with "^T" (which in NoteTab nomenclature means "Tab"). NoteTab can handle extremely large files, too. I'm sure that other text editors can do this too.
