[AccessD] SQL installation files

I'm having trouble re-installing SQL Server 2019 Developer Edition.I get as
far as the dialog titled "Off-line Installation of Microsoft Machine
Learning Server Components", which lists some sites to visit to obtain
these files. I've done that too, and have a directory called "C:\SQL Setup
Files". I select that and no dice.
Any suggestions?
